Second submission to the 
contest.
Tried to be a bit more original with this one, keeping the pop-urban theme, but applying the style and elements of the sorta people I've observed in my own city.
Her name is derived the slang word "tagger" as in a person who 'tags' on stuff with sharpies, which is also her weapon(s). Had the idea that the pins she uses allow her to draw figures/shapes/strokes in negative space, utilizing her natural drawing abilities for swift attacks OR using specific pins to utilize specific elements/abilities.
